  2.    window new
  3.  
  4. Description:
  5.    This creates a new ircII window.  This splits in half (vertically) either
  6.    current window, or the largest.  This differs from WINDOW CREATE in that
  7.    the client need not be running in any special environment to utilize it.
  8.    By default, the new window will be created with the NOTIFY_LEVEL and
  9.    HOLD_MODE settings.
